Refer a Child to NJCIC

**IMPORTANT:  Children who entered the U.S. with their parents and are in removal proceedings as part of a family unit are not eligible for referral under this program.

**IMPORTANT:  Due to extremely high demand for free legal help, there is currently a waitlist for referral, and the program cannot guarantee that every child who may be eligible will receive a referral. Children who have been designated as Unaccompanied Children by ORR are prioritized for referral.

We strongly encourage referrals using this web form, but if you are unable to submit a referral here,

you may reach us at (201) 305-9217 on Mondays (1pm-4:30pm), Wednesdays (1pm-4:30pm) and Fridays (9:30am-1pm)

NJCIC runs the intake and referral process for a state-funded program to provide free immigration legal assistance to unaccompanied children and similarly-situated youth in New Jersey. To be eligible for referral, the child MUST meet all of the following three (3) criteria:

  1. Designated as an Unaccompanied Child (UC) by the Office of Refugee Resettlement (ORR) because they entered the U.S. without a parent or legal guardian OR at high risk of removal from the U.S. due to similar factors

  2. Currently residing in the state of New Jersey

  3. Under 21 years of age.
